Carmel holds a Master degree in International Relations – International Law & Institutions from the Hebrew University of Jerusalem, and a Master degree in International Development Studies from the University of Amsterdam. She previously worked as a legislative advisor to MPs (Legislative Aide) at the Israeli Parliament; and held various other positions in Government Ministries, working on issues of legislation, international law and international cooperation. Her current work for the Corpnet research group focuses on national and international regulatory cooperation, and analyzing financial market regulation and corporate-related legislation in the asset management industry.
